Driving Speed and Conditions

- Driving Around Animals: When encountering animal carts and animals, the driver must drive in a way that does not frighten them.
- Avoid Impeding Traffic: The driver must not drive so slowly that it impedes the smooth flow of traffic without a compelling reason.
